The ‘National Confluence of Community Leaders for Peace’ meets with Senior Officials of the Colombian government

The European Institute for Peace, with the support of Canada’s Peace and Stabilisation Operations Programme (PSOPs), facilitated a meeting in Bogotá on 27-28 October between representatives of the new government of Colombia, the international community and 50 community leaders from the “National Confluence of Community Leaders for Peace” from the 16 regions most affected by the armed conflict.
The meeting helped consolidate the recommendations resulting from face-to-face dialogues facilitated by the Institute over the last six months in the regions of Meta-Guaviare, Catatumbo, Montes de María, Sur de Bolívar, Putumayo, Arauca, Cauca, Chocó, Nariño, Bajo Cauca Antioqueño, Sur de Córdoba, Pacífico Medio, Sur del Tolima, Perijá, Caquetá and Pacífico and Frontera Nariñense. The process included the gender-balanced participation of over 270 leaders resulting in the conformation of the “National Confluence of Community Leaders for Peace”.
The Confluence’s main objectives are revitalising the participation of the territories in the integral implementation of the 2016 Peace Agreement between the Government of Colombia and the Revolutionary Armed Forces of Colombia – People’s Army (FARC-EP); strengthen the voice and contribution of territories in peacebuilding, violence reduction and non-conflict repetition efforts; and contribute to the improvement of dialogue conditions in the country. The initiative also included virtual pedagogical spaces on the Peace Agreement and a national advocacy agenda connecting peacebuilding efforts to the Government through direct dialogue.
The leaders participating in the meeting on 27-28 October had the opportunity to interact with various senior officials within the new Colombian government, among them: Gloria Isabel Cuartas, Director of the Unit for the Implementation of the Peace Agreement; Raúl Delgado, Director of the Agency for the Renewal of the Territory (ART); Diego Bautista, President of the Rural Development Agency (ADR); and Zeneida de Jesús López Cuadrado, Deputy Attorney General for Preventive Affairs and Management Control to the Follow-up of the Peace Agreement. The leaders conveyed the need to accelerate the implementation of the 2016 Peace Agreement and expressed a willingness to support peace and dialogue efforts framed in the Colombian government’s “Total Peace” agenda. They also stressed the urgency of security guarantees so that their participation in such processes is meaningful and effective.
The Institute also facilitated a subsequent event space on 29-30 October with 16 women leaders from different areas of the country in the municipality of Restrepo, department of Meta, with a view to advancing a gender agenda within the framework of the Confluence. This meeting provided an exchange of experiences between leaders, highlighting the need to guarantee their physical and mental integrity, continue training women in the territory in the defence of peace and human rights, recognise the care economy and address obstacles preventing their active participation. As a result, the leaders agreed to strengthen coordination between their associations and care networks within the Confluence to influence the implementation of the Peace Agreement and the peace efforts of the new government.
LA “CONFLUENCIA NACIONAL DE LÍDERES Y LIDERESAS COMUNITARIOS POR LA PAZ” SE REÚNE CON ALTOS CARGOS DEL GOBIERNO COLOMBIANO
El 27 y 28 de octubre de 2022, el Instituto Europeo de Paz, con el apoyo de Programa de Operaciones de Paz y Estabilización de Canadá (PSOPs) , facilitó un encuentro en Bogotá entre representantes del nuevo gobierno de Colombia, la comunidad internacional y 50 lideresas y líderes comunitarios provenientes de las dieciséis regiones más afectadas por el conflicto armado.
El encuentro permitió consolidar las recomendaciones surgidas de diálogos presenciales facilitados por el Instituto durante los últimos seis meses en las regiones de Meta-Guaviare, Catatumbo, Montes de María, Sur de Bolívar, Putumayo, Arauca, Cauca, Chocó, Nariño, Bajo Cauca Antioqueño, Sur de Córdoba, Pacífico Medio, Sur del Tolima, Perijá, Caquetá y Pacífico y Frontera Nariñense. Este proceso, que ha contado con la participación paritaria de más de 270 líderesas y líderes, ha llevado a la conformación de la “Confluencia Nacional de Líderes y Lideresas Comunitarios por La Paz”.
La Confluencia tiene como objetivos prioritarios revitalizar la participación de los territorios en la implementación integral del Acuerdo de Paz de 2016 entre el Gobierno de Colombia y las Fuerzas Armadas Revolucionarias de Colombia – Ejército del Pueblo (FARC-EP); fortalecer la voz y contribución de los territorios en los esfuerzos de construcción de paz, reducción de violencia y no repetición del conflicto; y contribuir a la mejora de las condiciones de diálogo en el país. La iniciativa también ha incluido espacios virtuales de pedagogía sobre el Acuerdo de Paz y una agenda de incidencia nacional que conecta sus esfuerzos de construcción de paz a través de un diálogo directo con el Gobierno.
Las lideresas y líderes que participaron en el encuentro del 27 y 28 de octubre, tuvieron la oportunidad de interactuar con diversos altos funcionarios del nuevo gobierno colombiano. Entre ellos: Gloria Isabel Cuartas, directora de la Unidad para la Implementación del Acuerdo de Paz; Raúl Delgado, director de la Agencia para la Renovación del Territorio (ART); Diego Bautista, Presidente de la Agencia de Desarrollo Rural (ADR); y Zeneida de Jesús López Cuadrado, Procuradora Delegada para Asuntos Preventivos y de Control de la Gestión al Seguimiento del Acuerdo De Paz.
Las lideresas y los líderes les trasladaron la necesidad de acelerar a la implementación del Acuerdo de Paz de 2016 y mostraron su voluntad de apoyar los esfuerzos de paz y diálogo enmarcados en la agenda de “Paz Total” del gobierno colombiano. También, remarcaron la urgencia de garantías de seguridad para que su participación en tales procesos sea real y efectiva.
Asimismo, los días 29 y 30 de octubre, el Instituto facilitó un espacio con 16 lideresas provenientes de distintas zonas del país en el municipio de Restrepo, departamento del Meta, con el fin avanzar una agenda de género en el marco de la Confluencia. Este encuentro permitió el intercambio de experiencias entre lideresas, poniendo de relieve la necesidad de garantizar su integridad física y mental, la necesidad de seguir formando a mujeres del territorio en la defensa de la paz y los derechos humanos, así como la importancia del reconocimiento de la economía del cuidado y de abordar las barreras que impiden su participación efectiva. Como resultado, las lideresas acordaron potenciar la coordinación entre ellas, sus asociaciones y sus redes de cuidado dentro de la Confluencia para incidir en la implementación del Acuerdo y las políticas de paz del nuevo gobierno.
