Team Leader – Environmental Peacemaking Somalia

We are looking for a Team Leader, based in Mogadishu, to be part of the Environmental Peacemaking (EPM) team. The Team Leader will work on an advanced environmental peacemaking scoping project in Somalia and lead the engagement between Somalia’s Federal and State levels, in order to produce a scoping report, and will coordinate with the in-country team.
He/she will be reporting to the Peace Practice and Innovation (PPI) Director and the EPM Officer.
DUTIES AND RESPONSIBILITIES
The consultant will be responsible for designing and conducting a structured consultation process with a group of core environmental and peacebuilding experts in Somalia.
The consultant will work together with the in-country researcher based in Mogadishu and will coordinate with the in-country team.
The objective of this consultancy is to produce an advanced scoping report on environment and peacebuilding political opportunities in Somalia.
The consultation process and the report form part of a project to integrate environment and peacebuilding in Somalia by working with units in the Office of the Prime Minister of Somalia, Federal Government of Somalia.
OUTPUTS
- Prepare an advanced scoping report (no more than 20 pages) for internal use. The report should include a mapping of existing environment and natural resource-sharing dialogue and negotiations between the Federal and State level and a gap analysis of Federal and State institution capacities to address climate and environmental challenges and the extent to which they are doing so in ongoing processes. The concluding considerations should include suggestions for strategic interventions such as where to engage, local partners, how best to engage and other elements to consider in the given context. The scoping should be based on a structured actor mapping and consultation process with a group of core environmental and peacebuilding experts in Somalia that can be continued following the consultancy period.
- Organise activities to discuss the outcomes of the report and the next steps of the consultation process, including meetings with the Institute’s staff in the Somalia and EPM teams and, if relevant, with select external stakeholders.
PROFILE
Education
- University degree in political science, conflict resolutions, international relations, or related field.
Experience
- Somali political expert with 10 years of experience on Somali politics with excellent knowledge and/or experience about the FGS-FMS conflict fault lines and knowledge on climate change, natural resource and environmental challenges and entry points (institutions/actors) to address them in Somalia;
- Specific environmental and/or peacebuilding knowledge about Jubaland, Southwest State and/or Puntland is an advantage.
Languages
- Perfect command of English (verbal and written);
- Native command of Arabic and/or Somali is desirable.
Competencies
- Excellent writing and analytical skills preferably have experience in organising structured consultations;
- Ability to work well under deadlines;
- Meticulous attention to detail;
- Ability to work independently and as part of a small team.
THE INSTITUTE OFFERS
- Service contract for a maximum of 40 days from 5 August 2021 to 30 September 2021.
