Al-Mahrah stands out with a plurality of respondents identifying tribal revenge issues, conflict over land and marginalisation as the top three challenges. Issues around tribal revenge were similarly identified in Hajjah and Shabwa, whereas conflict over land was part of the top three in Aden. Marginalisation also features in the top 3 in Sana’a and Hudaydah and featured very strongly as a cross cutting issue throughout the needs mapping and consultation process. This indicates that, while there is significant overlap between what different governorates consider to be challenges to peacebuilding, there is often some which are stand out as distinctly pertinent depending on the location.
