The European Institute of Peace contributes to the Ninth Meeting of the Global Alliance for the Implementation of the Two State Solution

The European Institute of Peace was pleased to contribute to the meeting of the Global Alliance for the Implementation of the Two-State Solution on 20 April in Brussels. The meeting, organized by the European Union and hosted by the Ministry of Foreign Affairs of Belgium, was opened by Belgian Foreign Minister Maxime Prévot and EU High Representative for Foreign Affairs and Vice President Kaja Kallas. Eighty-three high-level delegations took part, representing 73 States and 10 international organizations.

The Institute’s Senior Advisor, Annika Söder, led the high-level segment on the reform of the Palestinian security sector, including decommissioning of weapons and training a new Palestinian police force. She presented key findings from the Institute’s ongoing, in-depth consultations with Palestinian stakeholders on governance and security in a future Palestinian state. Palestinians make clear that security and justice are inherently linked, and both are fully dependent on a clear political horizon. Coordinated international support – even while prioritizing national ownership – will continue to be needed to enable these reforms. 

The tone of the meeting was set by the backdrop of conflict across the Middle East region, ceasefire violations and dire humanitarian conditions in Gaza, and a deteriorating situation in the West Bank marked by extreme settler violence.The HRVP Kaja Kallas condemned unilateral actions that undermine the two-state solution and urged the government of Israel to reverse decisions such as its approval of additional settlements in the West Bank. She also called for the urgent release of revenues owed to the Palestinians that have been blocked by Israel and emphasised that the two-state solution must be solidly on the table again, since this is the only way that both the Palestinians and Israelis can live in safety, dignity, and peace. It was also noted that a two-state solution would make a major contribution to regional stability.

The European Institute of Peace has worked closely with the convenors of the Global Alliance for the Implementation of the Two State Solution in many of its meetings to date. The Institute looks forward to continued collaboration with the EU Special Representative for the Middle East Peace Process towards advancing a peaceful future for the region.
