We are looking for a Programme Assistant to support the Engagement, Dialogue and Process Design (EDP) Unit.
Duties and responsibilities
Reporting to the EDP Director, the Programme Assistant works in support of the managers, officers and analysts in the unit, and as part of teams managing the projects, programmes and envelopes run by EDP or other units. In this context, the Programme Assistant will:
- Support the Team Coordinators and Team Leaders in the delivery of the Horn of Africa and Great Lakes programmes and as such assist in project development and implementation to ensure delivery of high-quality projects.
- Help ensure project administrative follow-up, keep track of project progress with regards to deliverables and grant management. When tasked specifically to do so, lead on grant management including the budget maintenance. In particular, provide administrative and logistics support to: i) support local consultants; ii) plan and implement missions; and iii) organise events in Brussels, the Great Lakes Region and the Horn of Africa.
- Conduct project-related research on a variety of aspects – thematic as well as process related, compile briefing materials and deliver meeting and project reports. Provide regular reporting and monitoring of political and security developments in the Horn of Africa and the DRC/Great Lakes regions, and share regular briefings with the team.
- In collaboration with the project/programme/envelope teams, maintain an up-to-date overview of contacts for each context where EIP is active or where there are potential opportunities.
- As defined by the teams, engage with relevant donors, board members, stakeholders in the field of peace process support to maintain existing relationships and explore new opportunities bringing in new potential partners. Provide support in reporting and internal and external communications on project updates.
- In support of the Director and relevant colleagues, provide ideas and input to possible interventions in the field of peace process support by EIP and conduct related scoping efforts.
- Provide operational, administrative and logistical support to the project teams, external experts and consultants throughout all phases of the project cycle to ensure smooth project delivery.
- Any other tasks as may be required in support of the Great Lakes or Horn of Africa Programmes
- Travel to the region depending on program needs and team capacity
Profile
- Experience working or studying on/in the Horn of Africa or Great Lakes region essential;
- University degree in political science, conflict resolutions, international relations, or related field;
- Prior experience with international efforts on mediation, mediation-support and dialogue facilitation desirable;
- Experience working with recovering or fragile states;
- Experience working with EU institutions and/or AU institutions or regional bodies an asset;
- Excellent research, writing and analytical skills;
- Experience with data management would be an asset;
- Excellent French (verbal and written) and excellent English (verbal and written) required. Knowledge of Arabic, Amharic, Swahili or other local languages highly desired;
- Ability to work well under deadlines;
- Meticulous attention to detail;
- Ability to work independently and as part of a small team;
- Ability to work in Belgium (Belgian or EU citizen or currently in possession of a Belgian work permit.)
The Institute offers
- Employment contract (open ended Belgian contract);
- Salary based on 13.92 months and commensurate to the position and experience;
- Benefits package which includes luncheon vouchers, hospital insurance, pension plan, and contribution to transportation;
- 40h/week including 12 RTT days per year;
- Orange SIM card;
- Contribution to teleworking allowance: €15.
