Regional Advisor and Expert on Yemen (consultancy contract)

We are looking for Regional Advisor and Expert on Yemen to support the Engagement, Dialogue and Process Design (EDP) unit.

Terms of References

We are looking for a Regional Advisor and Expert on Yemen to be part of the Engagement, Dialogue and Process Design (EDP) unit with an extensive experience on Yemen. Reporting to the EDP Director and Programme Manager, the advisor works as part of the Yemen engagement team, headed by EDP.

Specifically, the Regional Advisor will contribute to the design, development and implementation of the Institute’s work in Yemen. In addition to English, the Advisor will need to have a good command of verbal and written Arabic and have extensive experience working in the Middle East and North Africa, especially Yemen.

Duties and responsibilities

  • Developing team knowledge and expertise on Yemen’s complex dynamics, and ensuring a deep understanding of the conflict;
  • Ensuring the team is updated on developments, data collection and the development of political, conflict and stakeholder analysis in collaboration with the team, including local consultants;
  • Producing regular analyses relevant to the conflict in Yemen with a focus on the South, and outlining the Institute’s policy recommendations to the donor community;
  • Building and strengthening relationships with think-tanks, policy centres and academic institutions working on Yemen;
  • Supporting the development and implementation of engagement strategies with political and security actors in Yemen;
  • Maintaining and building relationships with key political leaders to ensure continued support for the Institute’s activities;
  • Assisting the implementation of dialogue activities, contributing to the content and supporting the preparation of other activities;
  • Engaging actors from the international community including OSESGY and other UN agencies and missions, as well as relevant regional and international stakeholders;
  • Holding consultations with relevant political and security actors to inform the Institute’s engagements and interventions;
  • Conducting missions to the region on behalf of the Institute to facilitate engagement with political actors;
  • Contributing to the production of programmatic reports, mappings and proposals;
  • Participating in internal discussions, team meetings and peer consultations;

Profile

  • University degree in political science, conflict resolutions, international relations, or related field;
  • Minimum 10 years experience working on Yemen, at least three of them spent on concrete international efforts on mediation, mediation-support, dialogue facilitation or Yemeni politics;
  • Significant experience researching and working on the MENA region, specifically Yemen;
  • Experience working with recovering or fragile states and EU institutions;
  • Excellent writing and analytical skills;
  • Perfect command of English and good level of Arabic (both verbal and written). Any other EU language is also an asset;
  • Ability to successfully meet deadlines;
  • Meticulous attention to detail;
  • Ability to work independently and as part of a small team;

The Institute offers

  • Consultancy contract for a maximum of 120 days from January 2021 to December 2021
