Senior Advisor for the Afghanistan Team (Consultancy contract) – Engagement, Dialogue & Process Design Unit (EDP)

We are looking for a Senior Advisor for the Afghanistan Team to support the Engagement, Dialogue & Process Design unit.

Terms of reference

  • Support the overall design and implementation of the Afghanistan programme;
  • Provide advice on the development of strategies for engagement and seek new opportunities for advancing the programme;
  •  Contribute to developing high-level contacts and engagement, including by providing entry points to relevant decision-makers and non-state actors; by leading meetings with key partners, donors, and stakeholders; and by participating in and/or chairing policy discussions, roundtables, and potential track 1.5 or track 2 meetings;
  •  Support the Institute’s outreach strategy by engaging with key stakeholders, ranging from the international to the local level;
  • Engage conflict stakeholders as part of the design and implementation of the programme’s activities;
  •  Strengthen relations with relevant actors at the EU (in the EEAS, Delegation, etc) and UN on the institutional and operational levels;
  •  Contribute to identifying concrete funding opportunities and partnerships in support of the Institute’s programme. Where useful and necessary, travel to capitals to provide in-person briefings and updates to (potential) donors;
  • Provide advice on other engagement and dialogue processes conducted by the Institute;
  • Other responsibilities at the request of the Senior Programme Manager or the Institute’s EDP Unit Director.

Profile

  • Minimum of 20 years of experience in international and/or multilateral diplomacy;
  • Minimum of 8 years of previous work in/on Afghanistan;
  • Extensive experience of peace processes, including Track 1, 1.5, and 2, preferably in an Afghan context;
  • Some knowledge of local languages and/or other regional languages would be an asset;
  • Ability and willingness to travel in and out of Europe and Afghanistan and the region;
  • Demonstrable, extensive network of contacts within Afghan political actors and civil society, as well as with international actors involved in Afghanistan, including and especially with multilateral or regional organisations.
