Somalia Responding to Violent Extremism Senior Expert

We are looking for a Senior PCVE Expert to support the Peace Practice and Innovation Unit for 45 months from 1 February 2021.
Terms of References
As a part-time consultant working in Somalia, the Senior PCVE Expert will provide expertise and mentorship for the lead implementing partner of an initiative to enhance partnership and a joint approach between the government and communities to address factors causing violent extremism. The focus of the initiative is the reduction in recruitment, operations, relative size and strength of extremist groups in Somalia. The Senior PCVE Expert will work in support of the Somali government at both the Federal Government of Somalia (FGS) and Federal Member State (FMS) level and community efforts to effectively address the factors causing violent extremism will be instrumental in doing so. The Senior PCVE Expert will be part-time working in Mogadishu and in the Federal Member States of Somalia, contributing high-level expertise and facilitation to project implementation and delivery of activities in Somalia.
Duties and responsibilities
In close coordination with the European Institute of Peace’s Brussels Office:
- Provide P/CVE subject matter-expertise;
- Mentoring and training for local interlocutors;
- Senior relationship-building;
- Country-specific expertise and analysis;
- High-level reporting, facilitation, and moderation during events;
- Other senior duties related to the implementation of various activities contributing to capacity building;
- Other tasks at the request of the PPI Director or RVE Programme Manager.
Profile
- Advanced university degree in a relevant field, such as international relations, conflict studies or terrorism studies;
- At least 10 years of experience in preventing and countering violent extremism;
- Experience working in Somalia and East Africa;
- Experience dealing with governance structures at all levels;
- Experience working directly with governments on sensitive issues;
- Awareness of international PCVE standards and approaches;
- Experience in formulating PCVE strategy and action plans;
- Experience in capacity building, stakeholder engagement and coordination;
- High-level event facilitation and moderation during events;
- Ability to work well under unstable security, administrative, and programmatic pressures;
- Excellent communication and writing skills with the ability to analyses complex problems and identify and convey clear, rapid solutions;
- Very good technical skills in MS (excel and word).
Key Working Relationships:
- Position reports to Responding to Violent Extremism Unit Manager / PPI Director;
- No direct supervision;
- Other Internal and/or external contacts:
- Internal: Local Project Officer, Local Project Coordinator, Peace Practice and Innovation Director, Grant management Officer, MEAL Officer, Communications Officer;
- External: consortium partners, EU donors, FGS and FMS.
